Domestic Violence Theme Group – Action Plan

AIMS

The 'Domestic Violence Theme Group' is responsible for the development and implementation of a strategy for partner agencies to reduce domestic violence.

The Aims are to: -

  • Promote public protection and the preservation of order to enable women and children to live independent lives free from violence and abuse, regardless of their ethnic or socio-economic background.

  • Improve the quality, co-ordination and effectiveness of services through educating and informing voluntary and statutory agencies, and the public in all aspects of domestic violence, it’s causes, remedies and prevention.

  • Hold abusers accountable.

  • Reduce the tolerance of Domestic Violence in our communities.

  • Improve and collate partnership data recording, collection and interagency tracking systems on domestic violence and deliver performance management information.

The primary objectives are to:-

  • Reduce the number of domestic violence incidents and offences of assault, criminal damage and other public order offences.

  • Increase the number of domestic violence incidents that are reported.

  • To improve the support and Increase safe choices for women and children who experience domestic violence, thereby reducing the fear of crime.

  • Promote good practice across all agencies that deliver services to those who experience Domestic Violence.

  • Raise awareness of the effects of Domestic Violence and challenge attitudes of tolerance to this crime.

Public Awareness Campaigns 2008

All members of group to feed in all public awareness campaigns planned for 2008/09.

‘There’s no Excuse for Domestic Abuse’ cards and holders have been ordered and received. Distribution needs to be organised.

Middlesbrough Football Club Domestic Abuse Awareness day. This included the players warming up in ‘There’s no excuse for domestic abuse’ T-shirts, posters were displayed throughout the concourses, stickers were placed on back of toilet doors, 2 large flags were waved, MSP telephone number on score board and publicity photographs with players. Press release was distributed and article is to be placed in the next match day programme. One self-referral has already been made to the SAFE project from this.

A stall is being held at the MELA by the Safer Middlesbrough Partnership. This is taking place over 2 days on the 19th and 20th July. Members are asked to supply information for their services and offers to cover some time on the stall would be greatly appreciated. Under funding from the GONE Regional Development Fund, 6 briefing sessions have been arranged covering:

    • Risk Assessment – New Multi Agency Tools
    • Middlesbrough MARAC
    • Teesside SDAC
    • Middlesbrough Sanctuary Scheme
    • Information Sharing in the context of high risk domestic violence cases
    • Working with Perpetrators – Current approaches

Specific agency briefing sessions have been arranged for both CPS and Victim Support. This is available for other agencies that are interested.

Alcohol and Domestic Violence

Develop a plan to reduce the number of alcohol related DV incidents

Priority action to develop pathways into alcohol services.

The DVEC campaign highlighted that in 60% of the domestic incidents between 14th December until the 6th January, alcohol was involved.

Alcohol is often a factor why victims of DV do not access the services available to them. Alcohol use often makes involvement difficult and progression very difficult.

This is often due to chaotic lifestyles, resulting from alcohol abuse.

An Alcohol Summit took place on the 18th March 2008, where DV came up as a theme on a number of occasions.

Care pathways need to be established between alcohol services and all domestic violence cases.

A pre meeting took place on the 13th September following the SDAC meeting to discuss the development of a meeting.

It was agreed that a meeting would be arranged with MARAC chair and MARAC or DV Coordinator for each area and Michelle Brown (IDVA). Tim Blades to chair and project manage.

Development of MARAC system to be done through this group.

A 1 day risk assessment training event took place, ran by Professor Hazel Kempshaw.

I was raised at this group that there is a lack of training around deciding on a risk level and consistency.

Training for Paloma, the MARAC data system will take place in June 2008.
